Action against Sexual and Gender-Based Violence: An Updated Strategy

Abstract
This document presents an updated strategy: action against sexual and gender-based violence. This strategy provides a structure to assist UNHCR's operations in SGBV interventions through a multisectoral and inter-agency approach. This book provides instructions for UNHCR's operations to develop their own multi-year SGBV strategy across the country. Developed from a matrix, these strategies will reflect the needs of different populations at risk and can be adapted to either stable or emergency contexts, and to urban or rural / camp environments. Action against SGBV stresses that it is at the highest levels of management that responsibility for the development and implementation of SGBV control programs lies. Based on an independent evaluation carried out in 2008 on UNHCR's efforts to prevent and respond to SGBV, Action against SGBV was prepared in consultation with UNHCR staff, partners, persons of concern, governments and experts. The book includes recommendations for action in three major institutional areas to strengthen UNHCR's capacity and expertise in addressing SGBV, and aims to improve the quality of protection by promoting six areas of concern. often neglected and integrating them into a comprehensive protection strategy, as appropriate.
